近日，美国环保署（EPA）根据《有毒物质控制法案》为27种物质制定了新的规则，并对其制定了进口限制。该规则要求任何个人在制造、进口这27种物质时至少在90天之间通知EPA。该举动将有助于EPA有机会对这些活动进行评估，如果有必要，可禁止该活动或进行适当限制。
这27种被限制进口的物质为：
(1)多壁碳纳米管（通用）；
(2)单壁碳纳米管（通用）：
(3)cobalt lithium manganese nickel oxide;
(4)benzoic acid, 4-chloro-2-[(substituted)azo]-strontium salt (1:1)(generic);
(5)phosphonium, tetrabutyl-, hydroxide (1:1);
(6)aryloxyacrylate (generic);
(7)formaldehyde, polymer with 1,3-benzenediol and 1,1′-methylenebis[isocyanatobenzene];
(8)4-cyclohexene-1,2-dicarboxylic acid, 1,2-bis(2-oxiranylmethyl) ester;
(9)1,3-cyclohexanedimethanamine, N1,N3-bis(2-methylpropylidene)-;
(10)amines, di-C11-14-isoalkyl, C13-rich;
(11)epoxy terminated, hydrolysed trialkoxysilane and glycidyl ether of phenol-formaldehyde resin (generic);
(12)soybean oil, epoxidised, reaction products with diethanolamine;
(13)octadecanoic acid, reaction products with diethylenetriamine and urea, acetates;
(14)1,2-ethanediol, reaction products with epichlorohydrin;
(15)polyether polyester copolymer phosphate (generic);
(16)poly(oxyalkylenediyl),.alpha.-substituted carbomonocycle-.omega.-substituted carbomonocycle (generic);
(17)benzenepropanol, .beta.-methyl-;
(18)2-propenoic acid, 3-(5,5,6-trimethylbicyclo[2.2.1]hept-2-yl)cyclohexyl ester;
(19)branched and linear alcohols (generic);

(21)butanamide,N-[substituted phenyl]-[(alkoxynitrophenyl)diazenyl]-3-oxo-(generic);
(22)phosphoric acid, polymer with cycloaliphatic diglycidyl ether, alkylethers (generic);
(23)phosphoric acid, polymer with cycloaliphatic diglycidyl ether, alkylethers (generic);
(24)styrenyl surface treated manganese ferrite (generic);
(25)styrenyl surface treated manganese ferrite with acrylic ester polymer (generic);
(26)diglycidylaniline (generic);
(27)quino[2,3-b]acridine-7,14-dione, 2,9-dichloro-5,12-dihydro[4-[[2-(sulfooxy) ethyl] substituted]phenyl]-, sodium salt (1:1) (generic).
其中，条规则，包括单壁和多壁碳纳米管，将于10月18日生效；第二条规则，包括其他所列物质，将于11月20日生效。
